Only 6.5 overs were bowled with Pakistan at 29-0 before heavy rain forced the players off the field.
The match, which began at 11:00 BST, was eventually abandoned at 15:10 after persistent downpours left large puddles on the outfield.
Remember, England defeated Pakistan women in the first ODI by 37 runs as the visitors failed to chase the 244-run target despite looking on track to claim their first-ever ODI win over England.
The series concludes at Chelmsford on Wednesday.
England had won the preceding three-match T20 series 3-0.
